7 Full-time 2 days ago Full Job Description JOB Under supervision, to work to establish a legal determination of paternity for children; to affect the collection of financial and health insurance support for children; to modify court-ordered support obligations on local and intergovernmental cases; and to perform other duties as required.
50% - Performs investigative case work.
Gathers information from necessary persons for Child Support enforcement, paternity establishment and medical insurance.
Recommends those participants whom court action should be initiated.
Assists in the research for and preparation of special assignments for the Child Support Attorneys and/or Director.
Contacts parents, employers, insurance companies, hospitals, attorneys, responsible parties, and/or other public entities to investigate facts needed to establish, enforce or modify support obligations.
Conducts manual and/or computer based searches to locate absent parents to establish, modify or enforce a support obligation; verifies information and determines location to be used for service of process and formal notification of proceedings.
Initiates intergovernmental referrals and responds to referrals made by other states for the full range of child support services.
Appears as a witness in court testifying to actions taken to establish, modify, or enforce financial support and health insurance obligations.
Obtains information from program participants as it relates to their child support case.
30% - Prepares documentation.
Prepares appropriate legal documents for court action.
Processes legal documents to proper persons or agencies.
Enters and maintains information into the Kids Statewide Computer System.
Selects the appropriate administrative mechanisms to establish and enforce financial support or health insurance obligations without the need for court hearing.
Determines ability to pay support and calculates a recommended obligation by researching confidential financial and public records.
Prepares cases and submits the documents to Assistant Corporation Counsel for approval and filing with the court.
Prepares cases for litigation by drafting legal pleadings, making legal referrals of the record of the investigation, determining the ability to pay support, and making recommendations to the Assistant Corporation Counsel, as to the issues to be addressed in court.
Prepares a referral recommending felony prosecution to the Assistant Corporation Counsel on cases with extensive record of non-payment of support.
Complies with federal time requirements for taking actions and determines if a case is eligible for closure in accordance with federal criteria.
15% - Public contact.
Answers the phone and greets the public.
Provides answers to inquiries regarding service and functions of the Child Support Agency.
Answers inquires from parents and attorneys on the establishment process, disputed account balances, and the modification process.
Interprets and explains the legal authority and State policy utilized to calculate the support obligation and/or the actions taken to collect the debts.
Initiates verbal or written communication with a parent to affect payment of court-ordered child support obligations, debts assigned to the County or State and court-related costs.
Serves as a liaison to develop and maintain effective working relationships with departments, employers, W-2 Agency, and other private and public sector entities.
5% - Performs other duties as assigned.
Assists other office personnel as needed.
EXAMPLE OF DUTIES Considerable knowledge of investigative techniques and procedures used in securing information from legal and financial records, agencies, employers and other public and private sector entities.
Considerable knowledge of the Wisconsin State Statutes and Administrative Codes governing the establishment, assignment, collection, and modification of financial and health insurance support for children.
Considerable knowledge of the principles and practices of the legal process, legal document preparation, and court procedures.
Working knowledge of human services assistance programs and procedures.
Working knowledge of manual and computer-based methods, techniques, and procedures for locating absent parents.
Working knowledge of federal regulations regarding requirements and timeliness for a Child Support Program and the Consumer Credit Protection Act.
Working knowledge of computerized department program software, internet access, and database, spreadsheet, and word processing programs.
Ability to perform mathematical calculations and interpret account statements.
Ability to conduct interviews, interpret court orders, explain laws and procedures, and obtain cooperation in difficult situations to facilitate the compliance of all parties.
Ability to locate, update and process information within a statewide computer database system.
Ability to answer inquiries from attorneys, private agencies, employers, and public officials regarding the laws, policies and regulations governing the collection of child support and health insurance.
Considerable knowledge of terms and forms used in legal discourse, procedures and documents.
Considerable knowledge of appropriate safeguards for privileged information.
Considerable ability to work independently and to establish and maintain cooperative working relationships with attorneys, employees, employers, law enforcement officers, government agencies and the general public.
Ability to make independent decisions and meet deadlines.
Ability to interview and obtain information through investigative procedures for the initiation and negotiations of child support matters.
MINIMUM QUALIFICATIONS Graduation from high school or its equivalent supplemented by coursework in computer science.
Three or more years of responsible office experience that involves financial counseling, independent research, investigation, paralegal work, financial collections, or closely related activities, preferably in a related child support or legal field.
Post high school education from a recognized college or university in business, accounting or closely related field may substitute for the work experience requirement on a year-for-year basis.
An equivalent combination of training and experience.
Ability to type neatly and accurately at a rate of fifty (50) net words per minute.
Additional Job Requirement Pursuant to Internal Revenue Service (IRS) 1075 Publication, Federal Bureau of Investigations (FBI) fingerprints and criminal background checks are a component and requirement for access to Federal Tax Information (FTI).
New subjects (new hires) must be successfully adjudicated before a start date is established and prior to granting access to FTI.
Current subjects (current employees) must complete fingerprints and criminal background checks and be successfully adjudicated by September 30, 2019, and at least once every ten years thereafter.
Successful adjudication is a job requirement, and as such, must be initiated at least every 9 years 6 months.

Ability to exert up to 10 pounds of force occasionally or negligible amount of force frequently to lift, carry, push, pull, or otherwise move objects.
